Interesting. So, in your headcanon, Voldemort’s goal is to rule over Muggles, like Regulus Black had signed up to do in canon, and, ironically, what Dumbledore and Grindelwald were planning to do together before Dumbledore eventually backed out.

Honestly, I don’t see why it couldn’t be that way in canon. Voldemort could still be a frightening villain and actually care about some of his subordinates (albeit in his own twisted way). At the very least, it could have explained why they were so willing to join him and suffer for his sake, even when they apparently got nothing in return.
