Why does Uganda need to be kept vigilant? Sure, they may be in the longest period of peace they've had for many years, but there are still periodic outbreaks of violence, and it's still held in a power struggle between Kony and the government. Beyond that, they're the ones living there. They have a far better idea of what they have to live with and what adders are in the grass than anybody else does.
